If the seller still owes a bank or finance company against this Kia Picanto, the title has a lien recorded. Do NOT hand over funds before the lien is released. Standard practice in Colombia: buyer's bank pays the lender directly for the loan balance and pays the seller for the remainder, with the lender's release letter arriving alongside the new title. Verify the lien status through whatever public registry Colombia uses (DMV / DETRAN / Registro Civil / etc.) before agreeing to a purchase price.
